			<title>TOWER TRANSPORT REQUIRES TEMPORARY SHUTDOWN OF HIGHWAY 61</title>

<P>(November 1, 2002) – The westbound lane of Highway 61 will be closed for approximately one hour on Saturday, November 2, 2002, to allow a large tower to be transported across the Bonnet Carre Spillway Bridge. </P>
<P align=justify><IMG align=left alt="LSG Unit Photo #1" border=0 src="/clients/norco/LSG%5FUnit%5FPicture%5F0191%2Ejpg" style="HEIGHT: 195px; WIDTH: 305px">The Louisiana Department of Transportation has established guidelines regarding when the first vessel will be transported. Due to the size of the first column, the vehicle transporting this tower will travel at approximately three miles per hour beginning at 3:00 a.m. on Saturday and will begin crossing the Bonnet Carre Spillway at approximately 6:00 a.m. The tower should reach Prospect Avenue by 12:00 noon. </P>
<P>The tower will be loaded west of the Bonnet Carre Spillway on River Road at the Mississippi River in Montz. It will be carried from the River Road to Highway 628 (CC Road). From Highway 628, the tower will be brought to Highway 61 (Airline Highway) and transported across the Bonnet Carre Spillway on the westbound lane of Highway 61 to Prospect Avenue.</P>
<P><IMG align=left alt="LSG Unit Photo #2" border=0 src="/clients/norco/LSG%5FUnit%5FPicture%5F0193%2Ejpg" style="HEIGHT: 209px; WIDTH: 310px">Traffic will be re-routed to River Road during this time. The Louisiana State Police and the St. Charles Parish Sheriffs Department will manage traffic flow during the moves.</P>
<P align=justify>This tower is a part of the refining equipment that is being installed as part of Motiva Norco Refining’s Low Sulfur Gasoline unit. The Low Sulfur Gasoline unit is being built at Norco as part of a federally mandated project to significantly reduce the sulfur content in gasoline. Sulfur in gasoline can become a source of emission from automobiles and trucks that contribute to air pollution. </P>
<P align=justify></P>
<P align=justify>Components of the Low Sulfur Gasoline unit were built overseas and the smaller of two large towers will be transported <I>this weekend</I>. It’s 206 feet long, 14.8 feet in diameter and weighs 562 thousand pounds. </P>

<P align=justify>Motiva is using Mammoet, a worldwide heavy hauling contractor who has considerable experience moving loads of this nature. The moving contractor has secured property owners’ permission and a wide range of permits that serve to protect the levee, utility lines, roads and the general community. </P>

<P align=center>ROYAL DUTCH SHELL TO BECOME LUBES LEADER WITH PENNZOIL-QUAKER STATE COMPANY ACQUISITION</P></B><U>

<P>HOUSTON, March 25, 2002—Shell Oil Company, a wholly-owned member of the Royal Dutch / Shell Group, and Pennzoil-Quaker State Company (NYSE: PZL) today announced that they have entered into a definitive agreement under which Shell Oil Company will acquire Pennzoil-Quaker State Company at a price of $22.00 per share in cash. </P>
<P>Paul Skinner, managing director of the Royal Dutch / Shell Group of Companies and chief executive officer of the Group’s Oil Products business said, "The combination of Shell and Pennzoil-Quaker State Company, the largest independent lubricants company in the world, will make Shell a leader in the U.S. and global lubricants market. It also strengthens our U.S.Oil Products business.</P>
<P>"This transaction, along with our previously announced transactions in Germany with RWE DEA and in the U.S. regarding Texaco’s former interests in Equilon and Motiva, marks another important step in extending our sustained downstream leadership outside the U.S. into a global position."</P>
<P>The proposed transaction, which was approved by the board of directors of Pennzoil-Quaker State Company, represents a premium of approximately 42 percent over Pennzoil-Quaker State Company’s closing market price of $15.49 per share on the New York Stock Exchange on March 22, 2002. The transaction has a total equity</FONT><FONT color=#ff0000 face=Arial> </FONT><FONT face=Arial>value of approximately $1.8 billion. Shell Oil Company will also assume Pennzoil-Quaker State Company’s outstanding debt (net book debt end 2001 = $1.1bln). </P>
<P>Under the transaction, Shell Oil Company will acquire Pennzoil-Quaker State Company through a cash merger. Completion of the transaction is subject to approval by Pennzoil-Quaker State Company stockholders and customary reviews by regulatory agencies in the United States and other relevant jurisdictions. It is expected that the transaction will be completed in the second half of 2002 and be accretive to Shell’s earnings and cash flow from the first full year after completion.</P>
<P>Rob Routs, president and chief executive officer of Shell Oil Products US said, "The addition of Pennzoil<SUP>®</SUP> and Quaker State<SUP>®</SUP>, the number one and two brands in the key U.S. passenger car motor oil segment, will ultimately more than replace our use of the Havoline<SUP>®</SUP> brand and complement Shell’s brand strength in diesel engine lubricants. </P>
<P>"Combining Shell’s networks and infrastructure and Pennzoil-Quaker State Company’s leading motor oil brands and portfolio of other businesses, such as its car care brands and its large network of over 2,000 Jiffy Lube<SUP>®</SUP> stores will be a great strategic fit and will position Shell as a leader in the U.S. lubricants and car care business. Additionally, we expect pre-tax benefits from the transaction to total approximately $140 million per annum by 2004. One-time transaction costs and costs to achieve these benefits are estimated to be $100 million."</P>

<P>January 14, 2002 – (Norco, LA) Leadership changes are in store for Motiva Norco Refining now that Motiva Norco Refinery Manager Allen Kirkley has accepted a position as Vice President of Lubricants Shell Oil Products US, effective February 1, 2002. </P>
<P>Beginning February 1, the Motiva Norco and Convent refineries will be combined under a single management structure. Armand Abay, currently the manager of the Convent Refinery, will become the general manager of the new organization, which will be known as the <I>Louisiana Refining Complex</I>. </P>
<P align=justify>Norco and Convent already have a close working relationship, which includes information sharing, product transfer and departmental consolidations that have taken place over the last year. Departments within Norco and Convent, which share leadership, include Business Planning and Analysis, Safety and Health, Environmental, Reliability and Technical Services.</P>

<P>Abay joined Texaco in 1976 as a process engineer at the Convent Refinery. He advanced through various engineering positions there and in Houston. In 1986, he was named chief process engineer at Texaco’s Puget Sound Refinery and later became assistant manager of the Bakersfield Refinery. In 1992, he joined Texaco’s corporate planning and economics department in White Plains, N.Y. Abay was appointed refinery manager of the Bakersfield Refinery in 1994 and joined the alliance in the same capacity. In January 1999, he was appointed manager of the Convent refinery. Abay holds a Bachelor of Science in chemical engineering from Louisiana State University. </P>

<P >(Norco, LA) - Motiva Refining and Shell Chemical in Norco have made arrangements for a local group to hold a fundraiser on <STRONG >Friday, June 15, 2001 </STRONG>for Clarance and Ivy Moore of Norco. After approximately 30 years of living in the section of the community known as Diamond, the couple lost everything the morning of May 29, 2001 when a fire tore through their home. </P>
<P >Fortunately, the Moore's and their two grandchildren survived the fire, but their home and all their personal belongings are gone.</P>
<P ><FONT style="BACKGROUND-COLOR: #ffffff" >&quot;This is a sad situation. They need all the help and all the support they can get,&quot; explained neighbor and organizer of the fundraiser Faye Joseph. &quot;We're having a fish fry to try and raise some money for this family, because they could really use it.&quot;</FONT></P>

<P><FONT face="" size=3>(Norco, LA) - Employees of the Motiva Enterprises Norco Refinery will be picking up hammers, paintbrushes and saws for a good cause. The group has committed themselves to a day of hard labor to help an elderly couple in need as part of the St. Charles United Way and the St. Charles Council on Aging's Safe Harbor Program.</FONT></P>
<P><FONT face="" size=3></FONT>The Motiva group will kick off the <STRONG><EM>June Volunteer Extravaganza </EM></STRONG>on<EM><STRONG> </EM>Saturday</STRONG>, <STRONG>June 16, 2001</STRONG>. The Safe Harbor June Volunteer Extravaganza involves members of industry, local businesses and organizations in St. Charles Parish and the Catholic HEART work camp group working together to renovated approximately 20 homes in the parish.</P>
<P><FONT face="" size=3>The purpose of the Safe Harbor Program is to create a safe place for low-income senior citizens in St. Charles Parish to live. The program is designed to help those who wouldn't otherwise be able to help themselves. </FONT></P>
<P>Motiva volunteers will be repairing the home of Roosevelt and Beulah Douglas on <STRONG>Saturday, June 16th </STRONG>on <STRONG><EM>914 East Lawson Street in New Sarpy, LA</EM></STRONG>. Repair work is set to begin at 6:00 a.m. and workers will be on hand all day until repairs to the exterior of the home are complete.</P>
<P>June Volunteer Extravaganza Week is set for June 25-28, 2001. This is when the Catholic HEART work camp students will be in town assisting on the renovations and/or repairs to several homes in the parish.</P>
